The City of Oak Harbor Council held a workshop on October 13, 2026, to review the mayor’s proposed 2027–2028 biennial budget and 2027 master fee schedule. No formal action items were on the workshop agenda, and no budget or fee-schedule approvals, contract awards, or bid decisions were made. Staff described a $7.7 million budget gap reduced through proposed cuts without layoffs, and about $1.97 million in new decision-package requests. The proposed budget includes a six-year capital plan of $94.8 million, with $50.4 million in the first two years, including street, water, park, and marina projects. Nearly $20 million of the capital plan relates to marina dredging and breakwater work, anticipated to begin in 2027 but subject to permitting and possible cost increases. The city also discussed a proposed 0.1% Transportation Benefit District sales tax expected to generate $550,000–$650,000 annually for eligible street work; council approval was anticipated in November, but no vote occurred at this workshop. Staff noted that the State Route 20 roundabout work was shifted from 2028 to 2029 and that the annual street improvement budget had been reduced by $800,000.
