The City of Oak Harbor Planning Commission met on October 13, 2026. The commission received an update on the city’s optional pre-application process for development proposals: the application costs about $510, which is credited toward a subsequent planning application or permit. Staff described projects at different stages, including Mulberry Village Apartments, a fully affordable housing development that received county and state grants, Bayview Vista, Patriot Business Park, and Town and Country mobile home park. Staff also noted early pre-application discussions involving possible restaurant projects. No contract awards, bids, or purchasing decisions were presented, and no procurement-related spending action was taken. Members briefly noted that prior commission feedback had informed discussion of the city’s master fee schedule.

The commission discussed proposed updates to the city’s military-aircraft noise contours and parcel-centroid mapping method; this was informational, with no decision made. Staff outlined the comprehensive-plan environmental review schedule: public comments on the draft EIS are open through October 29, with a joint Planning Commission–City Council discussion of alternatives planned for November 10. The commission also approved the agenda and prior special-meeting minutes and voted to excuse two absent commissioners.
