The City of Westfield Advisory Plan Commission held a workshop meeting on October 13, 2026. The commission unanimously approved the consent agenda, including four detailed development plan items (2601 DDP02, 2610 DDP23, 2610 DDP24, and 2611 DDP28), with landscape plans for Freedom Trail Park and the Green Building included in the recommended conditions. The October 5 meeting minutes were postponed to October 27. Staff also corrected the scheduled date for the Midtown PUD to November 16.

Most of the meeting focused on a workshop discussion of the proposed Hidden Oaks Planned Unit Development, a project of just under 500 acres. The petitioner described proposed road and trail connections, perimeter buffers, dark-sky lighting standards, and agricultural amenities, including a working farm and community gardens. The project was described as a $600 million development; discussion addressed who would build, own, and maintain the amenities, including the possibility of the city accepting some facilities after the developer constructs them. Commissioners requested further consideration of construction access, trail alignments, parking, neighborhood buffers, and the farmstead’s operations. No contract award, procurement approval, or spending authorization was made for Hidden Oaks; the petitioner is expected to return for a possible recommendation at the November 4 meeting.
