The Laramie City Council work session on October 13, 2026, focused on capital-project planning and local tax funding. For gateway improvements funded by the 2018 specific-purpose tax, council members broadly favored prioritizing the South Third Street corridor, with Snowy Range Road also identified for attention and coordination with WYDOT. Discussion covered safety, pedestrian and bicycle access, cleanup and nuisance abatement, public art, signage, drought-tolerant landscaping, and potential partnerships. No contract awards or procurement votes occurred; staff was asked to develop the direction further for a proposed council resolution.

Assistant City Manager/CFO Wade presented a proposed sequence for the 2026 specific-purpose excise tax projects. Voters approved $95 million overall, including about $45.6 million for the city; staff estimated roughly $55 million in governmental resources available after carryforward, plus about $8 million remaining from the 2018 tax for streets. The proposed order prioritizes police department and animal shelter improvements, estimated to cost at least $20 million, with about $9.5 million in potential general-obligation bonding; staff also recommended a debt reserve, followed by West Laramie and other projects. A second, roughly $3.5 million bond issue for a fire station was proposed for FY2030 or FY2031, within voter authorization of up to $14 million in bonds. Staff expects to seek a $3 million budget amendment for project design and return with a proposed project-order resolution on November 4; these were planning discussions, not final appropriations. Council also received an educational briefing on the county’s 1% general-purpose excise tax renewal on the November 3 ballot, which would maintain the current tax rate if renewed.
