The Laramie Planning Commission met on October 12, 2026. The commission voted 7–0 to recommend City Council approval of the Gem City Apartments preliminary plat, submitted by Blue Line Development, for an approximately 14-acre subdivision that includes a proposed 58-unit affordable senior housing project. The plat includes dedication for the future Bill Nye Avenue corridor and trail; the city has funding for the corridor, though right-of-way acquisition and other steps remain. Commissioners discussed challenging soil and groundwater conditions, drainage and detention, utility connections, and coordination with the future road. The applicant said the project will use low-income housing tax credits and HUD funding, with income and rent restrictions and some units reserved for veterans. No contract award or purchasing decision was identified.
The commission also recommended City Council approval of text amendment TA-26-00004, establishing separate standards for small and large data centers, with a proposed dividing line of 10 megawatts of aggregate design electrical demand and different zoning and review requirements. Discussion raised concerns about power and water capacity, noise and vibration, decommissioning financial security, renewable energy, taxation, and wastewater impacts; staff indicated some matters may require future work. No data-center site plan is currently before the city, and decommissioning requirements were not part of this amendment. No procurement activity was identified.
