The City of Belvidere Committee of the Whole met on October 12, 2026. The committee advanced and approved several infrastructure-related spending items. It recommended approval of a CES, Inc. proposal not to exceed $121,226 for construction services on the Allen Street Pond outlet-to-river project, funded from capital funds. For the Main Street Bridge expansion-joint replacement, it approved an Illinois Highway Code improvement resolution appropriating $244,500 in Motor Fuel Tax (MFT) funds, approved the low bid of $244,500 from Path Construction Company, and approved construction-engineering services from Hampton, Lenzini and Renwick, Inc. not to exceed $22,560, also funded by MFT. The bridge work is intended to keep the bridge open during construction. The committee also accepted a $750 donation from Town Homes of Cedar Village for K-9 unit equipment and supplies.
An actuary presented the annual police and fire pension review, reporting strong investment returns and city contributions at 100% of the actuarially recommended amounts over the past five years; the combined recommended contribution for the upcoming year was described as approximately $3.9 million. Public commenters raised concerns about data-center impacts, utility costs, and transparency concerning the city’s reimbursement agreement with Datawatt Energy; no related procurement or project decision was made at this meeting. Department reports included September permit activity and the upcoming leaf-collection program.
