The City of Lake Stevens regular City Council meeting on October 13, 2026, approved Ordinance 1223 updating critical-areas regulations by a 6–1 vote. The changes add critical aquifer recharge protections and expand stream buffers; the code amendments take effect January 1, 2027, allowing time for projects to vest under existing rules. Council discussed effects on property development and housing, state compliance, and environmental protection, but made no procurement decisions related to the ordinance.
On procurement and capital spending, the Council approved a contract amendment for the Davies Beach Pier resurfacing project. The original contract was $218,905.52; the amendment addresses omitted pier decking at an additional $42,448.88, with roughly $10,000 for railing materials and a 10% contingency. Staff expects to offset the added costs with surplus from the Bayview Trail project, subject to that project’s closeout. Staff also presented a draft 2027–2032 Capital Improvement Plan: the proposed 2027 program includes 18 funded projects totaling about $17.2 million, with nearly $10 million in grants, while identifying staff capacity as a constraint. Budget revenue options and ways to improve public input were discussed without action; staff will provide further budget analyses and answers at a later meeting.
