At its October 8, 2026 regular meeting, the Savannah City Council considered several purchasing and capital items. The agenda included a $699,810 task order with Kimley-Horn for the River Street shared-use path, a $150,000 emergency purchase to stabilize and repair the Exchange bell, and a $42,400 annual LinkedIn Learning Hub contract with Carahsoft Technology. Council also approved a contract modification of up to $200,000 with Rainwater Solutions for the rain-barrel voucher program. It approved a $1 million modification to J. Dunn Construction’s Thomas Gamble Building renovation contract; staff said the work addressed newly discovered window deterioration, with about $150,000 budgeted for replacement of 96 windows and a contingency included. The modification passed 8–1. The transcript also records approval of supplemental FY2026 capital-improvement-plan budget adjustments, without specifying an amount.

Housing investments and funding were also discussed: the Civ Foundation announced an additional $7 million investment in the West Broad Blueprint workforce-housing initiative, following an earlier $7 million investment. Council authorized use of up to $6 million from the Savannah Affordable Housing Fund and other sources for the purchase of 916 Martin Luther King Jr. Boulevard, and authorized the Savannah-Chatham County Land Bank Authority to use up to $2.45 million to acquire vacant property. Council members called for clearer communication with businesses when annual or renewable contract processes change and asked staff to explain how contract awards are handled. Other actions included approval of an agreement with the LA28 Olympic organizing committee and a water-and-sewer agreement for a 352-home development; no dollar amounts were stated for those items.
