At the Adams County Board of Commissioners public hearing on October 13, 2026, commissioners approved the consent calendar items A–I and K; item J was set aside for internal discussion and a future agenda. Among the consent actions, the board approved an amendment to the design-build agreement with ECI Site Management, Inc. for Riverdale Regional Park irrigation-pump work, setting a phase-one guaranteed maximum price of $556,337.19. Staff said the work would optimize the existing system, improve efficiency, and reduce water waste. The county also presented its proposed 2027 budget of $882.5 million. Commissioners and staff described slowing revenues and rising costs, emphasized sustaining core services and limiting new ongoing commitments, and said public review and budget discussions would precede planned adoption on November 17; no budget adoption vote occurred at this meeting. During public comment, residents requested $2 million toward purchasing and improving their community property and $80,000 per year in operating-cost relief; a commissioner asked staff to connect with them about the process.
The board also heard land-use matters, including a proposed Big Bronco Solar project by LightSource BP. Discussion covered the requested 40-year conditional-use-permit term, project revenue and local benefits, wildlife corridors, agricultural and native-vegetation plans, and decommissioning financial assurance for solar and battery facilities. Staff said the proposal would require further engineering and fire review and described permit-extension review by the Planning Commission. The transcript ends during discussion of the decommissioning bond, before any final board action on this proposal is shown. Commissioners also heard a preliminary-plat presentation for the existing Park Central industrial site, which includes an Amazon distribution center; no procurement action related to that item was identified.
