The Faribault City Council meeting on October 13, 2026, approved several infrastructure and development actions. Council awarded the Westwood Drive neighborhood stormwater-treatment structure contract to Icahn LLC (vendor name as transcribed) for just over $209,000, within the approximately $230,000 project budget; six bids were received, and the low bid was about 15% above the engineer’s estimate. The council also approved plans and bidding for Riverside Court sanitary-sewer improvements, a $178,000 project funded by $100,000 from the sanitary sewer utility and $78,300 in proposed special assessments, with bids scheduled for November 4. It approved plans and advertisement for bids on Lead Service Line Replacement Project No. 2, estimated at just over $619,000, using remaining funds from a $1.375 million Minnesota Public Facilities Authority allocation. The project is intended to replace approximately 52 services, and the city said it would exhaust the current allocation while it seeks another round of funding.
The council adopted special assessments totaling a little over $104,000 for two properties benefiting from the Amber Court improvements, payable over 15 years at 4.75% interest. It also approved a tax abatement and private-development contract for Fairway Meats and Grocery’s proposed store redevelopment, with estimated project costs just under $10 million and a city property-tax abatement capped at $273,220 over up to 10 years; staff planned to clarify how future changes in assessed value would be treated before finalizing the contract. Separately, the council approved moving about $1.7 million in Street Improvement Fund projects, including Cannon Circle and the Calvary Drive extension, into 2027; staff estimated roughly $750,000 for the Fund 401 portion discussed. All referenced motions and resolutions passed.
