At its October 13, 2026 meeting, the Adams County Board of Illinois approved a one-year agreement to contribute $25,000 to Quincy’s recycling drop-off program, with no escalation and a 90-day termination notice provision. The Board also approved a $35,000 transfer from contingency to the Sheriff’s jail account for the remainder of the current fiscal year, and a fund appropriation for the first annual payment on the 10-year courthouse HVAC and roof bond; the payment amount was not stated. An intergovernmental agreement allowing Quincy to provide crime-scene processing assistance to the Adams County Coroner’s Office was also approved, with no dollar amount given. The Board discussed the county’s budget process, including a potential truth-in-taxation hearing if the budget increase exceeds 5% over the prior year.
Energy procurement and capital projects were also discussed. QFB Energy presented an estimated $45,000 in annual savings through a community-solar program, with credits expected to begin around the second or third quarter of 2027; no approval vote was taken. A proposed solar canopy was put on the back burner because of cost, and a battery proposal estimated to save $11,000 annually was deferred to a future committee meeting. The Board requested additional analysis of electricity costs ahead of the current rate’s January expiration. The courthouse HVAC project is progressing, and ambulance officials are reviewing space needs and designs, with a possible project solicitation around January if planning proceeds as expected.
