The Municipality of Anchorage Budget and Finance Committee-of-the-Whole met October 16, 2026, for routine financial reports and a presentation on the Assembly budget amendment process. The MOA Trust reported a market value of $507 million as of September 30, a monthly return of -1.5%, and a year-to-date return of +6.5%. Revenue reporting indicated personal property tax billings of about $32 million, including $3.7 million in adjustments, with alcohol and marijuana tax revenues generally tracking expectations. Through September 30, the Municipality had spent 72% of its budget; labor spending was at 75% and non-labor at 68%. Staff noted that some unposted financial transactions would affect non-labor actuals and that police, fire, and transit overtime was being monitored. Staff also reported progress toward closing out remaining FEMA earthquake-recovery projects and securing reimbursements.
The budget analyst presented updated amendment templates and an online form, emphasizing that amendments should explain service impacts, implementation resources, funding sources, and whether changes are one-time or recurring. Members were encouraged to develop ideas ahead of the November 6 work session; details for preparation were due November 11. No contract awards, bids, or procurement approvals were made. Public comment raised questions about a reported $500,000 alcohol-tax allocation for a resource navigation center, winter-shelter spending, and a congregate-shelter contract reportedly removed from the budget at $1 million, but these were not resolved or acted on during the meeting. A possible special levy to support downtown police foot patrols was discussed as an option, with no decision or motion taken.
