The City of Palo Alto Architectural Review Board met on October 15, 2026. The primary public hearing concerned AT&T’s request for review of two Tier 2 wireless facilities on existing city-owned utility poles at 670 Gwinda Street and 754 Homer Avenue. A third proposed site at 804 Boyce Avenue had been removed from the application. Staff said the facilities would add antennas, radio equipment, and associated conduit, and that the 90-day review period ends December 15, 2026. The Board discussed visual impacts, pole extensions and clearances, conduit size and visibility, noise, coverage rationale, and the completeness of application materials. Public speakers raised concerns about siting near homes, equipment concealment, undergrounding, and missing or incomplete details. The Board voted 5–0 to recommend approval of the two facilities as presented; the recommendation is for the Planning and Development Services Director, not a contract award or purchasing decision.
A resident also provided an update on a previously approved AT&T facility at 1669 Page Mill Road, noting concerns about equipment placement, emergency shutoff signage, and outstanding as-built plans. Staff reported that the November 5 meeting was canceled to allow more preparation time. No procurement activity, contract award, or spending allocation was identified.
