The City of Vallejo’s Joint Police Oversight & Accountability Commission and Surveillance Advisory Board met on September 24, 2026, to discuss the draft surveillance-technology audit plan and review the city’s Flock Safety agreements and use of its systems. The police department reported that its original Flock contract runs from April 3, 2024, through April 3, 2029, and that an amendment covering Raven gunshot-detection technology runs from December 16, 2025, through June 20, 2027. The department described its inventory and data-sharing arrangements, and presented claimed uses, safeguards, and investigative examples. No contract award, purchase, or spending motion was made; members and public speakers raised the possibility of ending the Flock arrangement, but no decision was taken.

Discussion focused on the draft quarterly audit process, including the proposed random sample of 30 records and other audit checks. Speakers questioned whether the sample was adequate for roughly 5,000 quarterly searches; police representatives said the initial sample size reflected staffing and workload, and agreed to explore alternative sampling methods and resource requirements. Members and speakers also raised concerns about data security, access controls, privacy, potential misuse, and the limited scope of a community survey that received 45 responses. The board discussed working with the department on a broader, more representative survey. No votes or formal approvals were recorded.
