At the City of Escondido Public Arts Commission meeting on October 12, 2026, commissioners considered the Escondido Creek Trail artist solicitation. Staff advised that the published RFP scoring criteria could not be changed during evaluation and recommended proceeding with the existing scoring guide. The commission voted 6–0 to continue under the current RFP; commissioner scores are due October 30, with review and approval scheduled for November 9. Commissioners also approved placing a future agenda item to review and develop a rubric and scoring system for future RFPs. Staff reported that the Grand Avenue roundabout art RFP is undergoing legal and interdepartmental review, with a completed draft expected for commission review on December 14.
The commission also discussed a proposed $750 payment to artist Sean Flannery for a traffic-signal-box design near Center City High School. Staff said the Escondido Expressions program is paused for FY 2026–27, no agreement had been signed, and the design had not completed city review; commissioners raised concerns about prior communications and whether a commitment had been made. A motion was made and seconded to allocate $750 from the Art Installations Project Fund, but the transcript does not clearly record the final vote or outcome. Staff noted that the program pause leaves no additional funds allocated to Escondido Expressions and that staff capacity is focused on other public-art projects.
