The Caroline County Board of Supervisors’ October 13, 2026 meeting addressed several property, infrastructure, and spending matters. The board approved an additional $50,292 for the Dawn Community Center architectural services, bringing the total to $275,292, and approved the related task contract with CRA. It also selected the larger, approximately 5,900-square-foot design option; the estimated building cost was discussed at roughly $3.3 million, with stormwater requirements and parking still to be evaluated. Separately, the board approved a real-estate purchase agreement for county acquisition of the Dawn Park sports complex property. The agreement provides a 60-day due-diligence period, including a potential Phase I environmental assessment, and allows the county to terminate if due diligence identifies a problem; the purchase price was not clear in the transcript. The board also approved conveying a small surplus county parcel to Rappahannock Electric Cooperative. VDOT reported on bridge replacements, intersection and road improvements, and a 2026 resurfacing schedule covering about 138 miles, funded through programs including State of Good Repair and Smart Scale.

The board approved tax-code amendments exempting specified farm machinery and equipment, farm animals and feed, and household goods and personal effects. Staff estimated the farm-equipment exemption would reduce annual revenue by approximately $235,000–$250,000. The FY2024–25 audit presentation reported about $11 million in federal expenditures and a finding that federal procurement documentation needed revisions; management had addressed the issue after year-end. Civic Vanguard, the county’s GIS vendor, demonstrated an upgraded parcel-mapping system with AI-assisted search, but no new purchasing decision was recorded. Broadband officials reported service expansion to 4,775 homes and businesses, with remaining connections due before an April 2027 grant deadline. A proposed family-subdivision special exception was deferred after a 3–3 vote.
