At the October 13, 2026 regular meeting of the City of Richmond Board of Commissioners, commissioners approved several spending and development actions. They awarded the Richmond Regional Sports Complex landscaping contract (No. 6042601) to Ecton Nursery of Lexington; after removing items from the bid, the approved amount was reduced from $257,360 to $187,010. They also approved two change orders for Rising Sun Development on Sports Complex bid package 2: $52,844.20 and $25,408.91, totaling $78,253.11, funded through the project fund. Separately, commissioners authorized an application for a Kentucky Talent Recruitment Grant for a proposed $50,000 program, with the city reserving the required 20% match. The commission also approved dissolving the Richmond Industrial Development Corporation and transferring its remaining assets to the city as economic development operations move into a city department; the city manager described a four-person team and a $950,000 budget. Commissioners approved donating a vacant city lot to Habitat for Humanity for affordable housing at no cost, and discussed exploring a larger neighborhood housing project and potential grant funding.

Other actions included approval of an employee promotion, police and public works hires, and other personnel matters. Commissioners passed an alley closure and held first readings on annexation and zoning ordinances, including residential development proposals; those ordinances were not final approvals at this meeting. The meeting also included proclamations, a business recognition, and discussion of local parks and sports facilities, including potential improvements for girls’ softball at Irvin McDowell Park. The principal procurement actions were the Sports Complex contract and change orders, along with authorization to pursue the talent recruitment grant.
