At its October 13, 2026 City Council meeting, Culver City approved unanimously authorizing the City Manager to negotiate and execute a five-year Community Workforce Agreement with the Los Angeles and Orange Counties Building and Construction Trades Council. The agreement covers multi-trade contracts of $750,000 or more and prime specialty contracts of $150,000 or more; it sets a 30% local-work-hours goal and includes pathways for residents, school graduates, veterans, and apprentices. The City’s estimated cost for administration is about 1% of each covered contract, or roughly a quarter of a full-time employee at current activity levels. Affordable housing, emergency work, certain externally funded projects, and projects already advertised for bids are excluded. The agreement includes a no-strike commitment and annual reporting on local hiring and other outcomes.

The Council also advanced the 2027 Downtown Culver City Business Improvement District work plan, assessment levy, and advisory board appointments. The proposed assessment increase is 4%; no protests were received, and the ordinance passed 4–0 with one recusal, with a second reading scheduled for October 26. In a separate consent item, the Council approved an agreement for a corporate shuttle contractor’s use of City bus facilities, lanes, and stops, with the annual payment reportedly increasing from $2,500 to $7,000. The Council also supported exploring an application to Metro’s open- and slow-streets grant program; no grant award or spending commitment was made.
