The City of Kalamazoo Citizens Public Safety Review & Appeal Board met on October 13, 2026. The board adopted the previous month’s minutes. The Office of Professional Standards reported on complaint investigations from January through September, including discussion of how bias and civil-rights complaints are investigated and reviewed. The department also reported on its monthly audit of the Flock license plate reader network: from July 1 through September 30, the network was searched just over 58,000 times, including nearly 13,000 searches by KDPS personnel. The inspector reviewed 75 system-flagged searches and found them consistent with policy; the department also reported a search-log display issue being addressed with Axon and Flock and said it had temporarily disconnected the affected interface. Board members requested a future agenda discussion of the LPR policy.

The chief reported that the department’s latest recruiting period received 101 applications, compared with 87 the prior year, and noted upcoming implicit-bias training and that Crosstown renovations were nearly complete. The board discussed the complaint-review process and the department’s support for crime victims. No procurement activity, contract awards, spending approvals, or budget allocations were identified; the meeting’s updates about technology, recruitment, training, and facilities did not include purchasing decisions.
