The October 13, 2026, Vacaville City Council meeting included several procurement- and development-related actions. Council approved the 2026–27 membership and services agreement with the Vacaville Chamber of Commerce for $63,654, a 3% increase, with two possible annual renewals carrying the same escalator. For Harmony Village, the property owner’s assessment ballot was affirmative, and council approved the engineer’s report and assessments; it also directed Habitat for Humanity to pay the adopted annexation-processing fee of approximately $3,900 rather than have the city cover or waive it. Council unanimously approved amendments for the Farm at Alamo Creek development, including a new community facilities district in place of annexation into CFD 11 and a four-year extension of the development agreement through January 11, 2033. The revised maximum special-tax framework is based on a fiscal impact analysis: $4,604 per detached home, $567 per higher-density unit, and $0.23 per square foot of commercial development. The amendments do not change approved land uses or the prior environmental review. The Green Acres agenda item was postponed to October 27 at the vendor’s request.

In storm-preparedness updates, staff said emergency and on-call master service agreements are already in place for needs such as tree removal, generator rental, traffic control, and barricades. The city is also evaluating the cost of purchasing emergency operations management software, and reported that the Rancho Lagunita detention-basin project is in design and fully funded, with about $1 million available as of September of the prior year. Council adopted an updated facilities naming, sponsorship, and donation policy, raising the donation-approval threshold from $10,000 to $50,000 and clarifying recognition and renaming standards. No vendor award for the emergency software or other new capital contract was made at this meeting.
