The City of Watertown Finance Committee met on October 12, 2026, to review financial results and begin its departmental review of the 2027 budget and capital improvement plan. The committee approved the September 28 minutes and voted to approve recommendations for implementing a high-deductible employee health plan, including an HSA option; the city’s existing FSA administrator, EBC, was suggested to administer HSAs. The committee also reviewed proposed capital outlays, including media workstations and IT systems, and discussed $20,000 for Amtrak station land acquisition. No capital borrowing or other major budget spending was approved at this meeting. A financing scenario presented for discussion assumed $7.5 million in 2027 borrowing, $9.5 million in 2028—including costs associated with a ladder fire truck—and $7.5 million in 2029 and thereafter, amortized over eight years; these were preliminary assumptions for later budget deliberations.

Members discussed reducing the transit system’s proposed city subsidy to $35,000, with a possible goal of eliminating the local subsidy in a future budget, but no vote on that item is recorded. A proposed reduction of a contribution to a public-service organization was deferred for a later discussion, with an audit or other spending documentation raised as a condition for support. Staff were asked to prepare resolutions for a subsequent meeting to formally close TID 4 and initiate TID 10. The committee also reviewed the year-to-date financial position and noted a structural operating deficit; department-by-department budget and capital reviews were to continue at later meetings.
