The Pasco County Board of County Commissioners’ morning session, held October 20, 2026 (the meeting metadata is dated October 21), approved several infrastructure and workforce-development items. The board approved a letter of understanding for the County Line Road widening project, with an estimated $85 million still needed: approximately $20 million for right-of-way and $65 million for construction. The proposed funding approach includes county and state contributions and a State Infrastructure Bank loan shared with Hernando County; the LOU is nonbinding, with binding funding agreements to follow. The board also approved a $142 million construction-phase amendment to the Land O’ Lakes wastewater treatment plant progressive design-build agreement with the contractor identified in the transcript as Volga Brothers. Staff said about $26 million of the amendment addresses newer regulatory requirements, with the remaining work for plant rehabilitation and added capacity.

The board approved a three-year cooperative funding agreement with AmSkills at $810,000 per year, funded through Penny for Pasco economic-development funds. The agreement provides $300,000 annually for training 200 Pasco residents and up to $510,000 based on placement of 60 residents in full-time manufacturing or technical jobs; the plan also includes repayment of AmSkills’ $150,000 debt to the county. The motion passed 3–2, and the board retained the proposed three-year term rather than extending it to five years. Separately, after a resident raised concerns that Flock cameras remained installed after the contract expired, the chair directed staff to coordinate their removal; commissioners had previously decided not to replace them with another camera brand.
