The Oklahoma City Water Utilities Trust’s October 13, 2026 meeting approved the September 29 minutes and a consent docket that included requests for proposals to be advertised, contracts, amendments and change orders, payment ratifications, and the 2027 regular meeting schedule. The Trust also approved two emergency construction contract items; the first was $2.148 million for sewer manhole and chamber rehabilitation along Park Avenue from Hudson to Broadway. Trustees approved plans and specifications to advertise bids for project WTO222-1B, improvements at the Draper Water Treatment Plant, including valve actuators, chemical-feed and storage improvements, rehabilitation of two backwash tanks, and replacement of six valves. The project is expected to take 555 calendar days.

The Trust approved a resolution authorizing up to $375 million in water and wastewater system improvement bonds, with at least four affirmative votes required. The financing is intended to refund commercial paper and provide new-money capacity for upcoming project spending; the meeting discussed an anticipated sale of about $360 million, with pricing planned for November 17 and closing December 2. A separate resolution authorized reimbursement from future debt proceeds for previously cash-funded projects, with potential projects for fiscal years 2027 and 2028 listed. Staff also reported on the South Canadian wastewater treatment plant project, whose construction cost was $190,944,243.73 as of change order six; STV, Inc. is the engineer and Crossland Heavy Contractors the contractor. Updates covered commissioning and remaining work, as well as progress on the Atoka pipeline and associated pump stations; no new award or vote on those projects was reported.
