At the City of Laguna Beach’s October 13, 2026 regular City Council meeting, the Council unanimously approved an electric-vehicle charging implementation contract with PowerFlex following an RFP that received nine proposals. The approved scope was limited to non-police fleet charging at City Hall and the corporation yard. Staff presented a 10-year cost-benefit range from approximately $245,000 to $2.8 million in savings, depending largely on fuel prices, and estimated more than $800,000 in Edison rebates. Council also directed staff to seek information from potential private partners on providing public downtown charging, before deciding whether to pursue an RFP. Separately, staff requested a $500,000 appropriation from the disaster contingency reserve for hospital-related legal, planning, and analytical services; a draft consultant contract was in development, but the transcript does not record a vote on the appropriation. The City’s community services team had already secured a $250,000 grant for two electric trolleys, with additional vehicle rebates anticipated.

The Council discussed, but did not select a final material or approve construction funding, for rehabilitation of the Main Beach boardwalk; Council members were asked to work with staff on material selection and explore a design-build approach and future CIP budgeting. It unanimously approved the dedication of the City’s 1931 Seagrave fire engine to retired Captain Eugene “Diz” Disabella; restoration is underway through City and community contributions, with an earlier $150,000 City commitment referenced. On fire-safety vegetation work at Aliso Peak, staff said contracts and funding were in place for the current year, and Council unanimously directed staff to work with a Council member on streamlining recurring County access permits. The Council also unanimously approved calendar changes to align appeal dates with Council meeting weeks and ratified an emergency declaration related to Tropical Storm Rachel.
