The City of Lowell Planning Commission met on October 13, 2026. The main item was a site plan amendment to separate five unbuilt duplex buildings from the existing Stony Lake Cove condominium development and establish a new condominium association for their construction. The proposal includes public water and sewer, driveways and garages, and sidewalks. Commissioners approved the site plan by roll-call vote with seven conditions, including payment of applicable permit and other fees, compliance with city and agency requirements, obtaining an EGLE Part 31 floodplain permit or documenting that one is not required, city attorney review of the condominium documents, field verification of the southern driveway’s position relative to the property boundary, and confirmation of the three existing buildings’ approved locations.

No contracts, vendor selections, bids, or public purchasing decisions were discussed, and no specific spending amounts were identified. Commissioners also raised a concern about brush clearing along the riverbank at a previously approved development; staff said they would look into it. Staff anticipated another site plan review at the next meeting and said they may explore further zoning ordinance changes.
