City of El Cajon City Council Meeting - 10/13/2026

At the October 13, 2026 regular joint meeting of the El Cajon City Council, Housing Authority, and successor agency, the council held a public hearing to begin development of the FY 2027–28 one-year action plan for HUD entitlement funding and accepted receipt of the FY 2025–26 CAPER, which had been submitted to HUD. Staff estimated future funding of approximately $1.3 million in CDBG funds and $573,000 in HOME funds; the report listed prior-year expenditures of about $1.5 million in CDBG and $379,000 in HOME. The application period is expected to open December 7, with applications due by January 15, 2027, and the draft plan is tentatively scheduled for council consideration in April. Staff also reported that CDBG funding had been directed toward streetlights and that additional sidewalk-repair funding would be proposed at a future meeting.

The council unanimously directed staff to proceed with Option 4 for the community-funded Welcome to Fletcher Hills monument: the applicant will fund and construct the sign subject to city review and permits, and the city may assume routine maintenance after accepting it. The council also unanimously waived the estimated $1,000 in encroachment and building permit fees. Staff provided an update on the capital improvement planning process and other council action-plan goals, with a more comprehensive capital-project plan to be developed for the next budget cycle. A closed-session real-property negotiation item had no reportable action. No contract awards or competitive procurement decisions were identified.
