The Redwood City School District Citizens’ Bond Oversight Committee met on October 8, 2026, for an informational review of bond activity from April 1 through June 30. No procurement-related motions or spending actions were taken. The committee received an update that Measure S HVAC work at Clifford, Kennedy, and Orion was about 98% complete; the board had approved the phase’s GMP in April. The district reported $153,000 in Division of the State Architect fees during the period. A request for qualifications for preconstruction services and a lease-leaseback contract for the next phase was underway, with construction anticipated in summer 2027. Members discussed rising construction costs, project sequencing, and whether charter-school HVAC work should be moved earlier; district staff said an updated facilities master plan and implementation plan would inform future recommendations. Staff agreed to provide a phase-by-phase cost comparison at the next meeting and improve the clarity of bond financial reports.
The committee also reviewed delayed Measure T solar projects, which were expected to reach substantial completion at remaining sites by the end of 2026. Staff attributed delays to design and site issues and the contractor’s subcontractor staffing, and said the district was not currently expecting to recover funds through liquidated damages. At a site where a solar project was canceled for usability and financial-feasibility reasons, the original $575,000 project resulted in roughly $287,000 (approximately $300,000 as discussed) in costs, principally for design and structural steel that could not be reused; the committee discussed efforts to limit the loss. Carducci Associates received $66,000 for landscape-design options at two sites to address neighbor concerns. Financial reports showed Measure T cumulative actuals of about $223.46 million, and Measure S proceeds included $90 million in bonds sold and roughly $10 million in interest earnings; members discussed remaining allocations and requested clearer reporting of committed, contingency, and undetermined funds.
