Norwich Public Schools Board of Education meeting, October 13, 2026. The main agenda item was a presentation by Mike Zuba of MP Planning Group LLC on elementary school redistricting as the district moves from seven schools to four, planned to take effect in fall 2028. The superintendent recommended Scenario C, informed in part by transportation modeling conducted with Versatrans. Scenario C was described as balancing travel times, enrollment, neighborhood boundaries, and cost; projected elementary transportation costs are about $2.53 million annually, approximately $844,000 less than the current estimated cost. No redistricting decision was made: the board expects to vote in November, with members requesting further discussion and data on travel times, walking routes, and student safety. The meeting also noted construction schedules: Greenville is projected to be completed by the end of April, Uncas and Moriarty by July, and Teachers Memorial Middle School construction is expected to begin by May. No construction contract awards or purchasing approvals were reported.
Other funding and spending updates included $125,000 for the LEAP attendance program, a $50,000 high-dosage tutoring grant for Kelly Middle School, and more than $200,000 in preschool tuition collected for reinvestment in that program. Staff also described plans to review and potentially adopt new math instructional materials, including consideration of costs and research; no selection or purchase was approved. The finance report cited a $1.4 million projected deficit in the NFA special-education tuition line after a $1.9 million year-over-year increase, and discussed potential state funding changes. The board approved prior meeting minutes, but no procurement-related spending motion or contract award was taken.
