At the October 13, 2026 Ogden City Council/Redevelopment Agency meeting, the board approved Resolution 2026-8, authorizing a proposed $1 million, 40-year cash-flow-based loan from the RDA Housing Fund to Senior Living in Mill Creek LLC for 116 income-restricted senior housing units at 151 12th Street, the former Cinepoint theater site. The project is estimated to cost $36.1 million, with the units restricted to households earning no more than 55% of area median income. After discussion of the loan’s risk and interest rate, the board amended the agreement’s annual rate from 2.5% to 3.5%, then approved the amended resolution; the roll-call vote included two no votes, and the resolution passed. Staff said the fund balance was at least $2.5 million, the developer would pay applicable impact fees, and the loan would be secured by project-related collateral. Public comments and board discussion also raised concerns about housing mix, geographic concentration, and use of RDA funds.
The board set a November 17, 2026 public hearing for the proposed Wildcat Square Community Reinvestment Area plan and budget (Resolution 2026-9); no funding decision was made on that item. Administration reported that a contractor had been selected for storm-drain work at Mount Ogden Park, but gave no award amount or contractor name. Public comment and subsequent discussion focused largely on ICE interactions with Ogden police and possible transparency measures; no related policy action was taken at this meeting.
