At the October 13, 2026 joint Ogden City Council and Redevelopment Agency work session, officials reviewed the Police Department’s Flock automated license plate reader (ALPR) program and discussed the proposed Wildcat Square Community Reinvestment Area (CRA). Ogden reported 41 cameras, 30-day data retention, restricted and logged searches, and no direct system access for outside agencies. The department said the system was selected following an earlier RFP process. Annual program costs were described as approximately $123,000, with about $12,000 covered by the BDO partnership and the remaining $111,000 by federal JAG and Project Safe Neighborhoods grants. Council members raised questions about camera placement, privacy, data security, and sharing; the chief said the department would require agreements and vet requests before sharing data. No ALPR purchasing or funding vote was recorded.
The council also reviewed the proposed CRA plan for Weber State University’s Wildcat Square student-housing project, including substantial site-preparation needs and a development funding gap initially estimated near $5 million, with costs rising as excavation and mitigation needs became clearer. The proposal anticipates about $2.8 million in developer incentives from tax-increment capture, approximately $3.3 million in captured property tax over 15 years, and an estimated $25 million in new city property-tax revenue over the 99-year lease period, based on projected growth assumptions. The project followed a university-led RFP, and representatives said housing is ineligible for state funds; bonding was also considered. Members questioned the project’s early construction activity and the rationale for public support. The work session discussed setting a public hearing on the CRA plan and budget, but no approval vote is evident in the transcript.
