The Fluvanna County Planning Commission’s October 13, 2026 work session and meeting reviewed the FY2028–2032 Capital Improvement Plan (CIP), with proposed project totals of $30.5 million, $47.9 million, $28.3 million, $25.2 million, and $6.2 million by year, respectively. Staff said the requests would require about $12.3 million from unassigned fund balance, while a major Pleasant Grove Park/Commons Boulevard water and sewer project could require debt; the system was estimated at $15.4 million. The county administrator said the proposed county budget would not include all requested fund-balance projects, so priorities will need to be selected. Requests discussed included county and school vehicle and bus replacements, school paving and building work, emergency-services equipment, a 911 radio-system upgrade, and park improvements. No CIP spending approval was recorded; the plan is expected to return for a public hearing in December or January.

The Commission also reviewed a proposed 4.65-megawatt shared-solar facility by CSG1 LLC/Dimension Energy on about 21 acres of a 140.98-acre parcel. It found the project substantially in accord with the comprehensive plan and recommended approval of the special use permit; the SUP passed 5–0 subject to conditions, including a buffer around the inverters. The applicant cited a $15,000 one-time county contribution and annual payments of $1,400 per megawatt, estimating about $460,000 in county revenue over 35 years. The Commission discussed a draft data-center zoning amendment that would remove data centers as SUP-eligible uses in industrial districts and regulate accessory data centers; members raised concerns about whether the accessory-use provisions were sufficiently developed. No final action on that amendment is shown in the transcript.
