🏗️ Construction & Infrastructure 🚚 Transportation Physical Infrastructure Emergency Response

The City of Pico Rivera City Council met on October 13, 2026. The council unanimously approved (5–0) a resolution proclaiming a local emergency for the 2026–27 El Niño season. Staff said the declaration has no general-fund impact because funds are set aside for such events, and it allows the city to use emergency purchasing procedures to procure needed supplies and services more quickly, while supporting cost recovery and emergency staffing. The presentation covered flood preparation, infrastructure checks, interagency coordination, public outreach, and sandbag access. No specific emergency purchases or contracts were approved. Staff also reported that road repairs are scheduled for Rosemead Boulevard (October 26–November 3), Washington Boulevard (November 2–6), San Gabriel River Road (November 9–13), Paramount Boulevard (November 16–18), and selected residential streets (November 18–December 4), subject to weather. The city reported about $42 million spent on 31 street projects since 2022 and said $5 million of forthcoming capital improvement funding is designated for road repairs over five years.

Staff reported that a Metro committee would consider a motion to program and authorize $6 million for design and environmental work for a proposed Pico Rivera regional rail station; if approved by the committee and full Metro board, the city would pursue another $12 million in state funding. The project also has a $3.5 million federal community-project funding selection, for a potential total of $21.5 million toward design, environmental review, and right-of-way acquisition. The San Gabriel Valley COG’s construction authority has agreed to deliver the project from design through construction, subject to the project advancing and funding being secured. Public comment included support for school-district Measure ED, which would fund school facility improvements but was not a city purchasing decision, and a request to waive an $85 youth basketball fee; staff noted that the existing Play Pass program provides assistance, with no fee change voted on.
