The City of Federal Way Parks/Recreation/Human Services & Public Safety Committee met October 13, 2026. Sound Transit presented plans for its OMF South light-rail maintenance facility, with construction expected to begin in 2027 and completion by 2032. The project is expected to generate more than 4 million construction labor hours, peak at about 500 workers, and support over 600 permanent jobs; the presenter also described a voluntary small-business goal of 17% for design and 18.6% for construction, and workforce utilization goals under the project labor agreement. A resident cited an estimated $1.2 billion project cost including land acquisition and urged local hiring and small-business opportunities. The committee took no procurement action on the Sound Transit presentation.

The committee forwarded several spending items for City Council consideration: a City Hall elevator modernization contract to 16D LLC for $307,687.01, with $200,000 reallocated from ARPA funds; reserving up to $220,000 annually in CDBG funds for eligible city capital projects; a $24,216.24 North Lot evidence-vehicle fence contract to Fence Specialists LLC; a 10-year Ingersoll Rand air-compressor maintenance agreement totaling $61,078.19; a five-year, $300,000 MOU with the Historical Society of Federal Way for cabin operations and maintenance (one committee member abstained); and acceptance of a $22,669 Four Culture grant plus a $14,655.43 King County Levy allocation for Dumas Bay Center front-door replacement. The motions passed at committee and were forwarded to the Council agenda; these actions were recommendations for Council consideration, not final Council approvals.
