The Ventura County Local Agency Formation Commission (LAFCO) meeting on September 16, 2026, approved an amendment to the commissioners’ handbook concerning meeting stipends. The commission also authorized spending up to $3,000 to help host the 2027 LAFCO staff workshop, primarily for promotional materials; staff said the funds were available although the budget did not specifically identify this expense. No contract award, vendor selection, or competitive procurement was discussed. Items 13 and 14, concerning the executive officer evaluation, were removed from the agenda for consideration at a later meeting.
The main discussion concerned whether the Calleguas Municipal Water District could accept brine from the Las Virgenes-Triunfo JPA’s Pure Water Project through the Salinity Management Pipeline. The JPA described the project as a $466 million facility under construction and argued that regional disposal would benefit the public; LAFCO staff maintained that the commission’s 2019 approval limits the service to within Calleguas’ boundaries. The commission made no formal change to that approval, but directed staff to meet with the involved agencies and explore a workable path forward. A formal application and commission action may be needed to change the existing authorization.
