Salt Lake City Council work session on October 13, 2026. The main discussion was an informational briefing by HF Sinclair on its proposed Westline Connect refined-fuels pipeline, which could transport about 35,000 barrels per day from Wyoming to the North Salt Lake terminal. The company said the project is in early planning, with construction anticipated in 2028 and completion in 2029; route and permit requirements are not final. Council members raised questions about alternative routes, impacts to drinking-water sources and neighborhoods, construction, seismic and spill risks, emergency response, cybersecurity, and the company’s supporting evidence on fuel-supply and price benefits. HF Sinclair committed to continued engagement and to providing further information. The council made no decision on the proposal, and no procurement activity was identified.

Other items included a proposed ballpark zoning amendment responding to community feedback, with roughly five acres of publicly accessible open space and protections for existing trees; a vote is scheduled for the October 20 formal meeting. A legislative request for the administration to review risk-management coverage levels and community coordination during emergencies is also scheduled for consideration then. The council deferred the electric-assisted bicycle ordinance to a later agenda. At the end of the meeting, members voted unanimously to enter a closed session concerning reasonably imminent litigation.
