The Rapid City City Council meeting on September 8, 2026, approved a first amendment to the facilities management agreement with Sports Facilities Management LLC for the city-owned sports facility project. Staff explained that the amendment would have SFM provide design- and construction-phase operational input, while city engineering staff retain the owner’s representative role; this was presented as a more economical alternative to continuing that role with Tegra, whose fee for the next phase was described as approximately 1.5%–1.75% of construction value. The amendment passed. Council also approved a $1,280,319 supplemental appropriation for 2026, most of which will fund remodeling the north police station, using several funding sources including undesignated cash. In the FY2027 budget discussion, a $100,000 increase to restore funding for the mayor’s chief of staff position passed with one opposing vote. A proposed $125,000 airport project-manager allocation was withdrawn without a vote; council members favored further review, and the airport director described major ongoing and planned capital projects, including terminal and runway work.
Council discussed replacing firefighters’ SCBA equipment, with staff indicating that a request was intended for the 2028 budget and that grant funding may be pursued; no appropriation was made for it at this meeting. Other actions included passage of a zoning ordinance and approval of a reasonable-accommodation ordinance after a proposed amendment requiring neighbor notification and a CUP-like process failed. The bill lists were approved, including $192,125.40 for Main Street Square and Visit Rapid City and $16,884,467.17 in remaining bills. No other specific contract awards or vendor selections were identified.
