The Rapid City Legal & Finance Committee meeting on September 2, 2026, approved an amendment to the city’s RFP-selected Sports Facility Management LLC agreement. The amendment adds design and construction-phase support for the sports complex; the discussion described up to $360,000 in additional fees through completion, alongside the existing agreement of $18,000 per month (up to $540,000). Staff said using SFM for these added services instead of a separate project manager would save the project about $660,000 compared with a manager charging 1.5% of construction costs. Members questioned how the added duties differ from the existing contract, and the motion to approve the amendment carried. The committee also received and acknowledged an update on the city’s major water/wastewater plant construction project; the presentation discussed proposed change order four and reported cumulative change orders at 0.55% of the contract, but no change-order approval is recorded in the transcript. Project financing cited included $25 million secured by the city, $18 million from Enterprise Water Reclamation, $52.8 million in ARPA funding, and a state revolving-fund loan for the balance of the $136.5 million project.

The committee approved a second-reading recommendation for Ordinance 6747, a $1,280,319 supplemental appropriation for 2026. Staff said most of the funding was for reconstruction from capital-improvement and police-department funds; the appropriation also reallocates awarded grant funds and includes $150,000 for ambulance-service salaries and wages. The committee also approved a resolution of intent concerning the statutorily authorized property-tax revenue increase for 2027 and recommended an ordinance establishing a reasonable-accommodation procedure, which passed with one abstention.
