At the July 20, 2026, Rapid City Special City Council meeting, Mayor Solomon presented the proposed 2027 city budget for council consideration. The proposed overall budget is nearly $25 million lower than the prior year, a 7.4% decrease and the second consecutive annual reduction. Major infrastructure proposals include $450,000 for a proactive road crew, $3 million for mill-and-overlay work, $16.7 million for road reconstruction, and $17 million from the Vision Fund’s strategic growth allocation for future road construction. The presentation also cited $3.2 million for the North Side police precinct, $9 million for Fire Station 9 and associated services, and $66 million secured toward a sports complex, with a $76 million funding goal. A further $500,000 for Main Street Square improvements was recommended for 2028.
The mayor also highlighted longer-term capital projects, including an airport terminal expansion, a maintenance facility, and future water-treatment investments, and proposed continued spending on public safety, community services, and parks. These were budget proposals and planned investments; the transcript records no budget approval, contract award, bid decision, or vendor selection. The council voted to recess and then adjourn the special meeting.
