St. George City Council meeting, October 1, 2026: The council approved a 0.33% emergency-services sales and use tax, dedicated to fire and emergency services and subject to a 10-year sunset. The proposal is intended to support service expansion, including additional fire stations, firefighters, and apparatus; staff estimated a cost of about $56 per household annually. After public comments raised concerns about affordability, budget efficiency, and the need to examine alternatives, an initial motion failed 3–2. A revised motion that also directs the city’s General Fund to cover about $1.35 million in annual city-building utility costs, with rebates for primary-residence utility customers, passed 3–2. The council also unanimously approved a $1,612,638 FY2026–27 budget amendment for the city’s participation in the UDOT I-15 widening project between mileposts 6 and 8, covering underpass and structure improvements. The city’s previously committed $5 million contribution includes $3.59 million in federal funds and $1.41 million in city funds; the amendment will use transportation improvement funds.

The council received the CDBG annual performance report: $625,751 was available for the program year, $559,735 was spent, and unspent funds can carry forward, subject to program requirements. It also unanimously approved a six-month moratorium on new blasting permits while staff reviews and considers amendments to the city’s blasting standards; existing permits are unaffected. This temporary pause may affect future blasting-related contractor permits. Other agenda items included zoning and easement actions; no additional major purchasing or contract awards were identified.
