At the October 1, 2026 Layton City Council meeting, the council unanimously approved two consent items. Resolution 2642 awards a contract to Claude H. Nick’s Construction for Phase 3 of the secondary water trunk line project, including approximately 1,340 linear feet of trenchless water line; no contract amount was stated. The council also approved Resolution 26-43, authorizing acquisition of property interests through eminent domain for the Angel Street–Sugar Street connection project. Staff cited intersection safety, congestion, and pedestrian concerns; the project’s property appraisal was reviewed by a second appraisal firm, and staff reported difficulty reaching agreement with the owner. Construction could begin the following summer if acquisition proceeds, with Davis County funding noted but no amount provided.

Other discussion included a presentation on youth substance-use and mental-health survey findings and prevention programs, city housing and occupancy data, and public comments about proposed traffic changes near Highway 193 and impacts of the Sugar Street project on a tenant business. No additional procurement awards or spending decisions were identified.
