At the October 15, 2026 open session of the Carroll County Board of County Commissioners, members approved a $10 million revolving loan program for volunteer fire companies’ apparatus purchases and approved grant applications for Farm Museum interpretive signage (a matching grant of up to $5,000) and EMS cardiac devices (a $37,613.02 state grant with an equal county match). They also authorized transfer of the county-owned, approximately 75-acre Delaney property to the Industrial Development Authority for future industrial/commercial development. Procurement awards included $393,716.40 to Site Resources Inc. for design and engineering services for the Carroll County Sports Complex restoration (approved 4–1, with Commissioner Krebs opposed); a $217,536.93 change order to Field Turf USA for athletic equipment at the Dr. James Ball Athletic Complex; $82,426 to Hertrich Fleet Services for two minivans; $7,305.40 to Priority Install LLC for a fire/EMS Tahoe upfit; $69,540.50 to Hauk & Company for Community College bell tower repairs; $7,000 for additional partitions at Hashawha Environmental Center; and bridge repairs by PDI Sheets Construction Corporation. The bridge-purchase amount was stated as $175,129.88 in the staff presentation, while the motion transcript gives $175,629.88; the motion passed unanimously.

The board unanimously adopted a resolution requiring a supermajority vote for specified county tax-rate actions, including recordation tax, and directed staff to schedule a public hearing on federally required floodplain-code and map updates. Staff reported that the Freedom small-area plan amendment and possible zoning overlay—supported by a previously awarded consultant contract to DRS and KCI—will continue through public engagement and review, with adoption anticipated in about a year; commissioners emphasized community participation, timing, and development compatibility. The board also noted the county’s renewed AAA credit ratings, which support lower borrowing costs for capital projects.
