At its October 12, 2026 meeting, the Bloomington City Council approved an expanded agreement with Axon Enterprise, Inc., using Minnesota/NASPO cooperative contract No. 247327. The expansion adds drone-as-first-responder capabilities and tools for translation and dispatch; the city manager said the new spending was being incorporated into the budget for council’s December budget decision. The council also adopted, 7–0, the 2026 pavement management program assessment roll. Staff reported approximately $2.2 million in assessable surfacing costs; the street reconstruction work had been ordered and awarded to a contractor previously, and no new construction contract award was made at this meeting.

The council continued review of proposed changes to off-street parking requirements, but the transcript does not capture a final vote on that ordinance. Departmental budget presentations were informational: Finance reported that staff are preparing an RFP this year for a replacement utility billing system, with procurement and implementation work planned for 2027. Staff also cited $4 million in state funding for the North Sanitary Sewer Project, $1.69 million in federal infrastructure funding, and three active federal appropriations requests totaling more than $4 million. Separately, the council approved zoning, site plans, and platting for a nine-home detached townhome project at 9025 and 9033 James Avenue South; no public subsidy was identified.
