The Minneapolis Board of Estimate and Taxation’s regular meeting on October 14, 2026, reviewed a staff report on tax-exempt properties and possible voluntary payments in lieu of taxes (PILOT) as an alternative revenue source. Staff described roughly 1,625 nongovernmental tax-exempt properties owned by about 770 entities and provided estimated tax information for the 50 highest-value properties. The report compared programs in Boston and Providence and discussed a possible Minneapolis approach; applying Boston’s service-cost calculation would yield an estimated 16.6% figure. Members raised questions about how to calculate city services, classify and aggregate organizations, account for community benefits, and estimate administrative workload. No PILOT program or revenue target was approved. The board received and filed the report.

The board also unanimously approved a resolution authorizing a search for a new executive secretary, with three board members to serve on a search committee working with Human Resources. Members discussed coordinating that search with planning for a proposed auditor position budgeted for 2027, but no procurement activity, contract award, or vendor selection was identified.
