The Durham Planning Commission held public hearings on October 13, 2026, and made recommendations on several land-use applications. No procurement activity—such as contract awards, bids, vendor selections, or purchasing decisions—was identified. The commission recommended approval of Omnibus 20 text amendments (8–1; a motion to postpone failed for lack of a second), Thompson Village rezoning (9–0), Glen School Road mixed-use rezoning (8–1), and the Shannon at Old Chapel Hill Road development-plan modification (11–0). The proposed Mosby Braggtown rezoning, for up to 299 apartments, did not receive a favorable recommendation: the approval motion failed 6–3 after discussion of traffic, pedestrian safety, affordability, and community concerns. The commission continued the Lakewood–West End–Lyon Park Small Area Plan to January 12, 2027 (11–0) for further consideration of community engagement, feasibility, and implementation details.

Discussion included proposed housing and commercial development, affordable-housing commitments, roads and sidewalks, transit access, stormwater, environmental cleanup, and potential public improvements. The Glen School Road proposal includes light-industrial, residential, and commercial uses, including up to 825,000 square feet of industrial space and 235 townhouses; speakers also discussed traffic, school contributions, and affordable-home commitments. The small-area-plan discussion identified possible future public investments, but no funding allocations or capital-project approvals were made at this meeting. The commission also elected Vice Chair Cameron as chair and Chair Shagueras as vice chair.
