At the October 13, 2026, Roswell City Council regular meeting, the council unanimously approved an intergovernmental agreement with Fulton County for the city’s East-West Connector Tax Allocation District (TAD), authorizing the mayor or city administrator to sign the final negotiated agreement. The proposal sets a 15-year window for accepting new projects, a $183 million cap on Fulton County’s TAD contribution, and allows up to $81 million in estimated bond capacity; Fulton County’s participation remains subject to its consideration. Council discussed project eligibility, oversight, financial risks, and potential changes to TAD procedures. The council also unanimously approved a $1,468,683.14 contract with Dominica Recreation Products, within total project authorization of $1,542,117.29, to replace playgrounds at four parks using 2022 parks bond funds. A resident raised concerns about replacing the Sloan Street Park playground, but the contract was approved as presented.

The council also unanimously authorized the Roswell Development Authority to begin negotiations for adaptive reuse of the city-owned Masonic Lodge as a potential live-music and performing-arts venue. The authorization is for negotiations only—not a lease or final project approval—and permits up to $30,000 for an independent financial review and economic-impact report; the developer/operator would be responsible for preservation and remediation costs. The comprehensive growth plan and two Unified Development Code amendments were also adopted. One agenda item was deferred, and no other procurement awards were identified.
