The City of Titusville Code Enforcement Special Magistrate Hearing was held October 12, 2026. The magistrate considered two lien-reduction requests. BAF Assets sought to reduce a $47,200 lien to $5,000; although the property was reported compliant, the owner did not appear and the request was denied. For DWB Developers, the magistrate set a $5,000 reduced amount plus $198.97 in city costs, with payment due within 40 days after City Council approval. The earlier $3,000 reduction had expired without payment, and the revised reduction was to go before Council on November 10.
The hearing also addressed code-enforcement compliance and initial-violation cases involving property maintenance, unsafe building conditions, unpermitted storage, and stormwater drainage. The magistrate found several properties remained noncompliant, imposed or continued daily fines—commonly $100 per violation per day, with one case seeking $250 per violation per day—and ordered recovery of city costs. Applewood Apartments’ request for more time to address violations was denied despite a prospective purchaser’s plan to demolish the building. Other respondents received correction deadlines, including an extended deadline of January 8, 2027, for a property with numerous violations; the stormwater case included permit and repair deadlines extending into February 2027. No procurement activity, contract awards, or purchasing decisions were identified.
