Upper Darby Township Planning Commission meeting, October 13, 2026: Staff reported that four finalists had been interviewed for the comprehensive plan consulting work, with a selection committee recommendation to executive administration expected this week; no award had been made. Community Development Block Grant funding was identified for four projects based on the Technical Assistance Panel’s recommendations, including a wayfinding plan and installation and 69th Street pedestrian-scale lighting design and installation. The lighting project is expected to take roughly two and a half to three years. The community center design RFP was also at the finalist-review stage, and the project was described as approximately 85% grant-funded.

The Commission reviewed Nailor’s Run Trail progress and related infrastructure needs, including a Marshall Road pedestrian bridge, safer crossings at Garrett Road and State Road, and trail connections. Staff said the bridge would require additional funding and planned to apply for up to $1 million through the DCED LSA program, alongside other potential grants. The Commission approved a motion supporting a letter for that grant application; this was not an award of funding. A DVRPC-funded feasibility study for a northern trail connection is also proceeding through an RFP. Staff additionally reported that a small-business grant program is being developed, potentially covering facade improvements, capacity building, and equipment or other infrastructure. No vendor contracts or procurement awards were approved at the meeting.
