The Salisbury City Council’s legislative and open work sessions on October 12, 2026, approved three bid awards. The work included a blower motor for the wastewater treatment plant, which staff said was available from a sole manufacturer; restoration of Johnson’s Pond Dam; and downtown sewer lining. Musen Brothers Inc. was the recommended vendor for the sewer-lining work at a transcript-reported amount of $437,465.50. The council also advanced a $950,000 budget amendment on first reading for acquisition of the Pemden property to expand and improve city water and sewer facilities. On second reading, it approved budget actions accepting $33,195 from the Maryland State Arts Council for the Arts, Business, and Culture Department; appropriating $10,095 in proceeds from the sale of surplus fire radios and accessories to the Fire Department; and accepting a $15,000 Maryland Department of Natural Resources grant to update the city’s critical area program.

The council approved Resolution 3494 concerning a data-center moratorium and task force; members agreed that the task force’s membership, charge, and deadline need further work at a subsequent work session. Ordinance 3032, adding a definition for data processing and computer centers, and an accessory-dwelling-unit zoning ordinance advanced on first reading. In the open work session, the council reached consensus to move a proposed bamboo-control ordinance to the legislative session. Public comments also raised concerns about project-cost transparency, the Westside Community Center, and local infrastructure and fiscal issues; no additional procurement action on those matters was identified.
