The City of Plano City Council’s October 12, 2026 meeting included updates on a proposed multi-purpose arena and related redevelopment, transportation, and financing studies. Consultants presented preliminary traffic findings and described additional work on mitigation, event traffic management, parking, and neighborhood protections; the studies are continuing, with a Phase Two scope and further public updates planned. The council also discussed arena financing, including voter consideration of venue-related taxes in Proposition 8, a reported $700 million city cap for off-site infrastructure and traffic mitigation subject to ongoing negotiations, and the possibility of revenue-backed bonds. No arena construction contract award or final financing approval was identified. Elevate and transportation consultants Farron Pierce were named in the presentations. Public speakers raised concerns about project costs, traffic, and whether voters have sufficient information.
The council approved an interlocal agreement allowing Plano ISD to participate in Tax Increment Reinvestment Zone No. 5. It also approved a meet-and-confer agreement with the Plano Police Association covering October 12, 2026, through September 30, 2030, followed by an ordinance aligning police civil-service compensation and positions with that agreement; no dollar value was stated. Separately, staff recommended letting the Plano Aquatic Center’s lease with the school district expire in August 2027 and relocating programs to other city facilities, estimating potential annual operating-cost reductions of roughly $700,000 to $1 million. The recommendation drew public concern about maintaining access to popular water-aerobics and other programs.
