The City of Winston-Salem Finance Committee met October 13, 2026. The committee approved the remaining consent agenda after holding items C3 and C4 for further work. For G1, staff requested extending the city’s temporary staffing contract with The Resource through March 2027 while a new RFP is conducted. The contract, originally executed in August 2023, expired July 31, 2026. Staff cited a 32% markup and estimated temporary staffing costs of $4.3 million compared with just over $5 million for city employees, a difference of about $758,000. A motion to approve was made and seconded, but the transcript does not capture the vote result. G2 sought $50,000 in additional state ARPA funding for the winter shelter, operated with The Dwelling from November 15 through March 1, with capacity for 80 men and 30 women; a motion and vote followed, but the result is not clear in the transcript. G3’s request for $15,000 in additional funding for the Forsyth DRIVE driver’s-license restoration program was approved 3–1; the funds are intended to support operations through June, and the item was to go to the full council November 1.
The committee also discussed a proposed modification to the Marshall Street redevelopment agreement, which includes $2 million in city assistance split between two phases and a project estimated at $52.7 million. The developer sought to extend the completion deadline from 18 to 24 months after phase one’s completion. This was an information item, not an action vote; the chair asked staff to return with a specific proposal and deadline. Staff previewed future purchasing items, including an air resource unit for the Fire Department, 17½-ton pickups for Fleet Services, and a construction contract for a new salt dome. No procurement vote on these future items was recorded.
